**Flag/Setting Purpose: **Allow whole orders to be backordered in enterprise picking

- When enabled, backordering a whole transaction is allowed when Enterprise Picking is in use in Frameworks.
- When disabled, Frameworks will not allow a whole transaction to be backordered when Enterprise Picking is in use.
